The government's self-imposed e-deadline of 2005 is looking unachievable for many local authorities, according to a new report. The study, compiled by Datamonitor, discovered that 36% of local authorities do not believe they will be able to meet the deadline, when the government wants local services to be accessible via the internet.

The key problem does not seem to be related to funding, but one of guidance, with 73% of councils stating that this is the most important factor in determining whether the targets will be met.

The councils polled believe this guidance will come from third party IT service providers and consultants, rather than central government.

Councils have been charged with making it easy for the general public to interact with the government by creating websites that encourage people to undertake various tasks online, such as completing tax returns, paying parking fines and applying for licences.
