According to the newly published 2015 ranking list of local government efficiency, Liaoning is top and Beijing is in the third place among 31 provincial governments on the Chinese mainland. Yunnan, Gansu and Tibet occupy the last three positions.
The 2015 National Report of Local Government Efficiency includes such indices as public service and public goods provided by governments, size of government, residents’ economic welfare and the extent of e-government.
According to the report, highly-efficient governments are located mostly in the east and northeast, while those with low efficiency can be found in the central and western provinces. The key to improve efficiency is to insist on innovative, balanced, green, open development.
According to the analysis, streamlining administration and delegating more power to lower-level governments is beneficial to optimizing government size, stimulating enterprises and improving residents’ economic welfare.
