Estonian Prime Minister Taavi Roivas is expected to arrive in Cyprus on Monday to sign a Memorandum of Cooperation in order to bring the island’s government up to par on e-government.

E-government (short for electronic government) consists of the digital interactions between a citizen and their government, between governments and government agencies, between government and citizens, between government and employees and between government and businesses/commerce.

On Monday, the Estonian PM will sign is to provide expertise from Estonia to Cyprus in e-government.

A government source told CNA recently that the Cypriot government “has specific priorities in terms of e-government, with electronic signature being on top of its list, as it would like to introduce this within 2016 if possible.”

Heading a seven member delegation, Roivas will first meet President Nicos Anastasiades in the afternoon where the two leaders will sign the MoU before an official dinner at the Presidential Palace.

On Tuesday morning, Roivas will give a lecture at the University of Cyprus, titled “A road ahead: The secure and digital future for Europe”, to analyse his country`s achievements in e-government.

The same sources added: “Certainly the introduction of electronic signatures within this year is a priority. A legislative framework has been approved but not implemented because we need technical support and that is what the Estonians will help us with”.

“The government will consider the introduction of electronic identity and the gradual introduction of e-government for all services provided to citizens, as well as the interconnection of the electronic system in the public sector.”

E-government essentially refers to “The utilisation of Information Technology (IT), Information and Communication Technologies (ICT s), and other web-based telecommunication technologies to improve and/or enhance on the efficiency and effectiveness of service delivery in the public sector.”

E-Government promotes and improves broad stakeholders contribution to national and community development, as well as deepen the governance process.

E-government should enable anyone visiting a city website to communicate and interact with city employees via the Internet with graphical user interfaces (GUI), instant-messaging (IM), audio/video presentations, and in any way more sophisticated than a simple email letter to the address provided at the site” and “the use of technology to enhance the access to and delivery of government services to benefit citizens, business partners and employees”.

The focus should be on:

  • The use of information and communication technologies, and particularly the Internet, as a tool to achieve better government.
  • The use of information and communication technologies in all facets of the operations of a government organization.
  • The continuous optimisation of service delivery, constituency participation and governance by transforming internal and external relationships through technology, the Internet and new media.
