The Deputy Minister for Regional Development, Miguel Poiares Maduro, presented a set of administrative simplification and modernisation measures, approved on 27 March 2014 by the Cabinet through four pieces of legislation. Joaquim Pedro Cardoso da Costa, Secretary of State for Administrative Modernization, was also present at the press conference where the measures were presented under the motto 'Simple, Open and Close Administration’ (‘Administração Aberta + Simples E + Próxima’ in Portuguese), The general strategy for this area and several concrete measures, covering areas such as compliance, digitization of public services and reducing bureaucracy, were presented.

Among the measures outlined, is the new models of Citizen Shops, which are now being promoted in partnership with local authorities and counting with a greater involvement of these.

The new Citizen Shops come about as response to the need to rethink the state's presence in the territory and the unsustainability of the original model of single service counters. The original model’s numbers had fallen far short of the originally planned, precisely because of the associated costs.

As a further evolution Citizen Venue (Lojas do Cidadão in Portuguese) will be developed, bringing complementary entry point and allows, through a digital assisted service, access to the citizens that for any reasons do not have access to the digital world.

"The Citizen Venues network aims to provide a assisted digital service, allowing access to otherwise digitally excluded citizens and contributing to their digital inclusion," explained the Deputy Minister and Regional Development, remembering this project’s main partners which are local authorities and the ‘Post office of Portugal’, in addition to other public bodies providing services of this nature.

The Minister also added that "the goal of this initiative is to give the citizens everything they need, in one place, with a single point of contact'. The Government's commitment in this area is the open spaces for thousands of citizens by the end of term. Similarly, the Secretary of State said that these instruments 'are already on the ground in the form of pilot projects to test the difficulties – these are especially concentrated in the Lisbon area, for operational reasons.

One of the measures now adopted takes advantage of technological solutions to simplify the relationship between state and citizen. This is the case of mobile digital key, which, for convenience in the use of digital public services, offers a means of authentication complementary to the Citizen Card.

Also in this technological field the design of a 'gps status' was presented. This is an application for tablet and smartphones - which will also have a website version - through which you can locate any public service, know their hours of operation and services search provided. This app is already in development and will be presented in July. It will be possible to get a password, know the waiting time and when you can go to public service.

The Government also announced the relaunch of the Simplex Programme, with various innovations and adoption of mechanism for evaluating the impact of bureaucracy on the economy. It also made a commitment to reduce, by one third, the licensing procedures of economic activities.
