Swaziland National Archives, a department under the ministry of information communications and technology (ICT) has embarked on a project of developing and implementing an electronic document and records management system (EDRMS) in all registries across government.

The project will be implemented in three phases with the first one involving conducting a needs and business analysis on the operations of the various government ministries and departments and the different stages at which records are generated, used and disposed or retired to the National Archives for preservation.

According to a statement released by the ministry’s principal secretary Nathaniel Mahluza, Phase one would involve a feasibility study report that would come out with recommendations on the most suitable solution for the management of records in the Government of Swaziland. The feasibility study is expected to be completed within a period of four months beginning from July 2012.

“Phase two will be a pilot stage with one government ministry and its departments. This will be implementation of the recommendations that emanated from the feasibility study report, while Phase Three will entail the rolling out of the project to all government ministries and departments in manageable stages,” he said.

He continued that EDRMS project was a tool needed for accuracy of information, speedy retrieval of information accessibility, multiple simultaneous access to information, instantaneous updating, preservation of archival records, resuscitation of adversely affected information fragments on paper based records through information technology (IT) techniques within the government ministries and departments.

It supports four key functions which are:

  • input (creation/capture);
  • management (content, documents and records);
  • collaboration/process management (file tracking) and
  • output or delivery.

The EDRMS is needed for accuracy of information, speedy retrieval of information accessibility, multiple simultaneous access to information, instantaneous updating, preservation of archival records, resuscitation of adversely affected information fragments on paper based records through information technology (IT) techniques. This will in turn ensure efficiency and improved service delivery to the general public and the entire government system.

The principal secretary then appealed for cooperation and support of government ministries and departments in implementation of the project.
