There still are many optimization opportunities and ways to reduce excessive bureaucracy in public administration, the new State Chancellery's head Elita Dreimane said in an interview with LETA. This is why one of Dreimane's main tasks in the new job will be eliminating overlapping and unnecessary functions within public administration.

According to 2010 data, 8.2% of Latvia's population are employed in the general government sector, reminded Dreimane. Therefore, attaining the government's goal of reducing the number of employees in general government sector to 8% of the population means that their number is yet to be reduced by 0.2% or by approximately 4,800 people.

"The main goal is a small, efficient public administration, and this is where I see a large number of resources to be optimized within public administration," said Dreimane. Nevertheless, eliminating jobs in public administration must not compromise the quality of public administration's work, which is why internal resources must be sought to make its work more efficient.

At the moment, there are around 200 task forces and 66 councils in Latvia that were set up according to the Cabinet of Ministers or the prime minister's orders. Their work and possible overlapping of their functions has never been analyzed, and Dreimane plans to do this so reducing the number of these task forces and councils could be considered.

"The question is whether so many task forces are indeed necessary. In my opinion, this is not so, because much time is spent on participation in various bureaucratic meetings, and these institutions often work independently of each other, and their functions overlap," said Dreimane.

Introduction of maximally effective e-governance principles and e-solutions in public administration will also be of crucial importance.

Dreimane also plans to strengthen the State Chancellery's strategic analysis capacity, so the chancellery could see problems in the entire public administration, and be able to offer efficient solutions.

As reported, the government appointed then State Chancellery's deputy director Dreimane as the chancellery's new head at the end of last year.
