The public consultation on the 'Electronic government development plan 2010-2013' will remain open until 15 June 2010.

The Latvian Ministry of Regional Development and Local Government is preparing the Electronic government development plan 2010-2013. In this context it launched on 29 April 2010 a public consultation process which is open to anyone's suggestions and/or objections. The aim of the plan is to promote the exchange of electronic data among public administration institutions and local government in order to enhance the efficiency of government and reduce its administrative costs. Moreover, the implementation of this development plan will facilitate the availability of public services for citizens in a more convenient and simple way, contribute to Internet accessibility in municipalities with Internet access and promote public participation in the decision-making process.

Although public institutions are already obliged to cooperate and exchange any information they need for the decision-making and the service delivery, if the information is already available to other institutions, there still are special laws which regulate delivery of certain services. Therefore, in some cases authorities may still require information from other institutions in person. The plan is to make amendments on sectoral legislation, cancelling information requests from citizens and businesses, if the information already exists in public information systems and registers.

Similarly, the optimisation and simplification of public and local government service delivery processes will be ensured. The plan will also enable a more extensive use of secure electronic signatures in contacts with the public and local government institutions as well as the development of electronic identification cards, so as to establish an easier way for the citizens to make use of the electronic services.

In order to create a single public electronic document environment, unified, secure and automatic electronic document circulation among public institutions will be developed. As a result, the costs of document circulation will be reduced and its speed will be ultimately increased. Furthermore, the plan also aims to establish a framework which will ensure official communication in an electronic environment between the government and the citizens on the one hand, and the government and the businesses on the other.

The necessary funding to implement the plan's activities will be raised from the European Regional Development Fund, the European Social Fund, the Swiss - Latvian cooperation programme and the national budget. The plan should still be approved by the Cabinet of Ministers of the Republic of Latvia.
