The Third GCC eGovernment Award, Conference and Exhibition has presented a set of recommendations to boost the drive toward comprehensive eGovernments and eventually smart governments.

Represented by a number of government entities, Oman has made a remarkable presence at the event, which took place in Dubai, winning seven awards in 14 categories for various eGovernment initiatives, services and projects.

Recommendations

The Conference Commission conducted several meetings on the sidelines of the conference, and concluded with a list of recommendations that emerged from the current GCC strategic approach towards the eGovernment and its implementation process.

The commission was keen on considering what has resulted from the recommendations of the two previous conferences in Muscat 2009 and Kuwait 2011. This is to ensure a specific build-on recommendations as well as a clear image of the present eGovernment requirements.

The first recommendation is to have a joint plan for the implementation of Cloud Computing between GCC countries to ensure security of information as well as development of the GCC vision of smart governments and smart cities. This is in addition to working on framing a unified policy on the cybersecurity issues in the GCC including the electronic signature law. The commission also recommended a development of cooperation mechanism to reduce cyber-attacks and develop a plan to address the security risks that could be involved accordingly.

With regards to awareness and dissemination of digital knowledge, the commission recommended implementing a regular GCC outreach programmes to raise the level of how people should cope with the nature of eServices and smart government. It also stressed on the need to promote a culture of cybersecurity and develop a unified curriculum for the Information and Communication Technology (ICT), to be circulated to schools in the GCC countries.

It has also been recommended to establish the Gulf eGovernment Academy with a main task to develop the region's competencies in ICT and inject the market with specialised local capabilities.

To build a solid infrastructure for the information technology sector in the GCC countries, the conference commission recommended to complete the construction and development of the Gulf unified electronic network. This aims to serve the prospects of electronic integration and the development of benchmarks assuring quality websites.
