When Oman hosts the first ever GCC eGovernment Conference in Muscat later this month, the prestigious regional gathering will be preceded by a special workshop on Information Communication Technology (ICT) access and usage in Government held for professionals from across the Gulf who work in statistical offices.

The workshop is being held on Sunday, 20th December, and is part of the continued commitment to the education of individuals working in the eGovernment sector to ensure the ongoing development and improvement of the delivery and implementation of eServices to citizens and residents across the GCC region.

As a basis for the workshop, attendees will analyse two case studies. One of them is based on a survey carried out here in Oman and the other one will be selected from another country which has done a similar survey, though not necessarily from the GCC region. These analyses are designed to help GCC eGovernment statisticians enhance the work they do in gathering and understanding ICT data in their own offices.

One of the most important aspects for effective eGovernment strategies in the GCC is ensuring that decision makers and policymakers have access to the most up to date comparable statistics on access to and the use of ICT as governments move increasingly from traditional ways of working to using technology in day to day tasks.

It will be conducted in Muscat - the venue for the three-day GCC eGovernment Conference that commences on 21st December.

Statisticians participating in the workshop will be able to:

  • Ensure they fully understand ICT indicators that add to the assessment and measurement of Information Society in the context of governmental work.
  • Have the chance to review the entire process of ICT indicator surveys and how to best analyse the data for assessing government usage of ICT.
  • Discuss the different techniques and methods employed in gathering statistics.

Workshop organizers believe that participation in the workshop will give statisticians valuable skills and increased knowledge to take back to their respective countries in the GCC, and be an important factor in more efficiently and effectively undertaking research and data collection in the future.

Another benefit of the workshop will be to bring regional eGovernment statisticians together, enabling them to set up new networking mechanisms that will allow them to work more closely together in 2010, to coordinate, collaborate and conduct surveys in their respective countries.

The 1st GCC eGovernment Conference is being hosted by Oman in recognition of the rapid growth of the eGovernment sector in Oman and the country's growing advancement in its delivery of electronic services (eServices) to citizens and residents across the country.

The quality and importance of the conference has attracted CEOs from eGovernment authorities in the Gulf to be among the high profile speakers who will also include leaders from some of the world's ICT organizations, in addition to academics from select institutions. Culminating with the eGovernment Awards, the event will also feature an exhibition on eGovernance projects from the six GCC countries.

The conference will create a platform for GCC eGovernment authorities to share their experiences, discuss the challenges of implementing eGovernance, agree on the priority eServices to provide in the GCC, explore ways of linking eGovernment portals of member states and to examine the possibility of establishing a unified GCC ePayment gateway.
