Over the opposition of Swisscom management, the Swiss government is to press ahead with the opening up of the ‘local loop’ – the copper wire connection into the home and the remaining section of Swiss telecommunications in monopoly hands. The government will introduce two methods of bringing such liberalisation about: a directive to such effect, but which is open to challenge through the courts by Swisscom; and a law along the same lines which is not, but which may take years to bring about.

The directive will be put into force April 1, 2003, and the government has asked the Ministry for Transport, Environment and Telecommunications to draft a revision of the country’s telecommunications law so that it includes local loop unbundling.
