On 30 June 2010, the Minister for the Interior and Sports of the federal state of Rhineland-Palatinate announced the official launch of a two-year pilot project that aims to develop a 'mobile citizen service' in collaboration with fifteen municipalities of the area.

The aim of the project is to equip local government staff in the Rhineland-Palatinate state with a modern mobile workstation. This mobile service will enable the staff of the local communities to go if needed to asylums, hospitals and large commercial enterprises in order to help citizens deal with their public administrative issues. Furthermore, it will allow the public sector's staff to visit elderly and sick people at their places in order to help them handle their administrative affairs.

The mobile citizen service workstation will have the form of a portable bag equipped with modern technological tools. Thanks to it, administration matters, such as the registration of residence, applications for certificates of good conduct, driving licenses and the issuing of certificates will be easily handled.

Commenting on this innovative service, the Minister for Interior and Sports, Mr. Karl Peter Bruch said that the expansion of the citizen services in municipalities is one of the main objectives of the administrative reform. He added that in the future, the citizens will be able more than ever to handle their affairs with the public sector remotely from the comfort of their homes or their workplaces.

Moreover, the Minister explained that: "The aim of the pilot project is to gain extensive experience in practice from the feedback of the participating municipalities." He added: "The pilot project is aimed at finding out how broadly would this service be actually used by the citizens. In addition, the project plans to assess, whether the mobile service would adequately support the public administration personnel to accomplish its administrative tasks."

With this initiative as well as with the broadening of the eGovernment services and the further expansion of traditional citizens offices, communities will be able to offer significantly improved services to their citizens. "Important for the future are any services that bring real value for citizens and the local government", added the Minister.

Large municipalities belonging to the Andernach and Neuwied cities as well as the municipalities of Adenau, Altenahr, Altenkirchen, Bitburg-Land, Gau-Algesheim, Göllheim, Montabaur, Otterberg, Rheinböllen, Sprendlingen-Gensingen, Treis-Karden, Trier-Land and Ulmen will take part in the pilot scheme. These municipalities with different status, different sizes and structure have been jointly selected by the Ministry of the Interior and Sport and the municipal Information Technology (IT) service provider. The Ministry and the IT company will follow the development of the system.
