The first public version of the government’s open data portal Avoindata.fi became available in March 2014. When completed, the service will provide a one-stop access to Finland’s open data, and will promote the interoperability of tools and guidelines, as well as public administration service information.

The Ministry of Finance's open data programme has ended the use of information barriers and has created incentives and conditions for the opening up of information and the development of content and services. The data portal constitutes part of the implementation of this programme, and facilitates the finding and exploitation of information resources.

The business objectives of the data portal services are:

  • To contribute to the democratic transparency of government activities;
  • To reduce new eService development and life cycle costs;
  • To create new business opportunities for companies and private citizens;
  • To make life easier for citizens and businesses;
  • To produce new material for education and research.

The quality objectives of the data portal service are:

  • To develop according to the needs of users: in particular, the open data community feedback is important;
  • To be available across devices: responsive user interfaces;
  • To be used in a essentially unconstrained way: to Web Content Accessibility Guidelines (WCAG) AA level;
  • To provide metadata stored in the service that is freely available to others (open interfaces to the outside world);
  • To provide developments of the service results that are freely available to others: add-ons, customisations and software components will be published online.

The national information and communication technology (ICT) centre Valtorta provides the data portal on behalf of the Ministry of Finance.
