Transforming Government since 2001
The Ministry of Social Affairs and Health of Finland has recently announced the launching of an electronic data management strategy with the aim to define the social and health care electronic data management national strategy until 2020.

At the same time, a consultation regarding the definition of the measures needed to implement the new strategy was launched with the participation of all involved stakeholders in an open and interactive process.

The basis of the strategy will be the relevant work undertaken by the Finnish Government, the Social Affairs and Health Ministry’s strategy, published in 2010, other current data management processes, the existing Finnish information management strategy, as well as the statutory national health and social care information system services and the maximisation of the utilisation of investments.

The strategy is divided into five phases: planning, establishing priorities, measures and responsibilities, and final approval.

The work started in the context of a visioning phase for the implementation of which five working groups were established. Each group is responsible for producing their own perspective vision of the future and a description of how the electronic information management system will actually operate.

The various working groups are supported by individual, social and health care services associations as well as information and technology experts and designers.
