A blueprint for the future technical infrastructure of European e-Government has been published by the recently launched IDABC (Interoperable Delivery of European eGovernment Services to public Administrations, Business and Citizens) programme. The e-Government plan sets out several scenarios for information exchange and highlights long-term financing and management issues. It's a consultation document, so input from those in UK e-Government is important - so take a look and make comments to the EU.

Architecture for European eGovernment services’ builds on the European Interoperability Framework’s general recommendations on interoperability between public-sector organisations. The document develops implementation scenarios for the three dimensions of information exchange – the technical, semantic (the meaning of the information transferred) and organisational (administrative processes). It also includes reviews of current and future requirements, and an assessment of market and technology trends.

While aimed at a technical audience, the document has wider implications. That is because the scenarios, as well as the notion of an infrastructure for inter-administrative information exchanges, raise the issues of durable financing and long-term management. These will soon need to be addressed by the European Commission and Member States.
