Version 1.3 of Open e-PRIOR, the open-source eProcurement platform, has been published on Joinup.eu, a collaborative platform created by the European Commission.

This new version of Open e-PRIOR includes a web portal for eInvoicing that allows SMEs and individuals to submit electronic invoices to their customers who have Open e-PRIOR installed.

Suppliers can manually encode invoices through a web form and submit them electronically to the customer, thus avoiding delays, printing and postage costs related to paper invoicing. The e-PRIOR platform is sending the invoices to the appropriate back office of the customer, where they are processed following the usual validation flow.

About Open e-PRIOR

Open e-PRIOR is an open source eProcurement platform that is freely available for download on Joinup.eu. It allows buyers to exchange electronic procurement documents with their suppliers through web-service interfaces.

The platform is connected to PEPPOL (Pan-European Public Procurement OnLine) via its own Access Point, facilitating the cross-border exchange of eProcurement documents between, for example, a public administration in country A with suppliers in country B.

Open e-PRIOR currently covers post-award eProcurement documents, i.e. those exchanged between the public administration and its contractors after the award of a contract, such as catalogues of goods or services, orders and invoices.

Background information

Joinup.eu is a collaborative platform created by the European Commission and funded by the European Union via the Interoperability Solutions for Public Administrations (ISA) Programme. It offers a new set of services to help eGovernment professionals share their experience with interoperability solutions and support them to find, choose, re-use, develop, and implement open source software and semantic interoperability assets.
