Experts from the Information and Communication Technology (ICT) sector emphasised on the need for preparing Nepal’s clear agendas to be submitted during the World Conference on International Telecommunications 2012 (WCIT-12).

The purpose of WCIT-12 is to review a global treaty of the

International Telecommunication Regulations (ITRs), said director at Nepal Telecommunications Authority (NTA) Ananda Raj Khanal in a programme organised by Internet Society Nepal Chapter.

International Telecommunication Union (ITU) — a specialised agency of the United Nations with responsibility for information and communication technologies — will convene the WCIT in Dubai on 3-14 December 2012.

This landmark conference will review the current International Telecommunication Regulations, which serve as the binding global treaty designed to facilitate international interconnection and interoperability of information and communication services, as well as ensuring their efficiency and widespread public usefulness and availability, said Khanal.

Nepal should raise the issue of including the development of optical fibre, online child protection and reasonable tariff in global multi-stakeholder platform, said president of the Internet Society Nepal Chapter Baburam Aryal.

Responsible government agencies including Ministry of Information and Communications and NTA should finalise Nepal’s independent position to put forward at the World Conference on International Telecommunications 2012, said advocate and vice president of society Santosh Sigdel.

“Nepal should prioritise its commitment for right to privacy, cyber security, plagiarism and internet freedom,” he said.

Internet freedom has become the main condition of Freedom of Expression, said advocate and Freedom of Information expert Roshan Pokharel, adding that removal of all kind of tariff barrier is necessary to ensure openness in internet freedom.

The world is shifting towards internet technology from the existing voice telephony era, he said, adding least-developed countries and developing countries should get special privilege in new International Telecommunication Regulations.

Nepali delegates should finalise Nepal’s interests and agendas to put forward a clear stand in the conference, said former commissioner at the National Information Commission Binay Kasajoo.

Each ITU member state or sector member has access to all documents and is free to distribute them in any preparatory process for WCIT-12 that it wishes to adopt, said advocate and vice president at society Santosh Pokharel, adding all concerned stakeholders in country should help formulate agendas based on national interest.
