The government will be unable to issue the biometric National Identity (NID) Card within this year if it does not speed up the preparations, according a source at the Ministry of Home Affairs.

The National Identity Management Centre (NIDMC) established under the ministry to deal with political and technical issues related to the project.

“The NID bill required to set the legal framework for the project has been gathering dust at the Ministry of Law after Law Minister rejected the bill saying it has controversial clauses related to citizenship in the Tarai. The Detailed Progress Report (DPR) has also been delayed,” said the source.

“The process of issuing NID card cannot gain pace unless law minister gives his nod to the NID bill,” the source added.

NIDMC had hired a Canada-based international smart card consultant Ardaman Singh Kohli for 20 months to prepare the DPR with assistance from the Asian Development Bank.

It is learnt that Kohli has not finalised the DPR due to delay in payment from the ADB.

However, NIDMC director Narendra Dahal said they are in the final stage of preparing the DPR as the consultant has already submitted the second draft of the initial report of the programme. “We are going to discuss the second draft and will sort out some technical issues soon,” said Dahal.

The multi-million dollar National ID card project figures in the government’s policies and programmes for this fiscal. The government has announced that four lakh ID cards will be issued by the end of this fiscal.
