With the government planning to start the issuance of biometric identity cards this fiscal, National ID Management Centre has stepped up its work to meet the target.
NIDMC, established under the Home Ministry to deal with the ID cards, has already completed orientation classes for computer operators at 75 districts administration offices.
According to NIDMC executive director Narendra Dahal, the centre has also conducted training for chief districts officers and Local Development Officers regarding the IDs. It has been allocating laptop computers to 38 district administration offices to store citizenship data which will be used in the ID.
According to Dahal, the international biometric consultant hired to prepare the project document and bid document has just completed the first one and going to submit it on Monday.
“The document will provide an idea on the cost of biometric cards and its feasibility with the existing data and other infrastructure in Nepal”, Said Dahal.
In a recent decision, Secretariat of Singha Durbar Restructuring Committee has provided one ropani and 13 aana of land for the office building and personalisation centre for the NID.
“We are now looking for a building to be used for the personalisation centre as the government plans to start the ID issuance this fiscal year”.
The biometric smart card, that is expected to replace traditional handwritten citizenship certificates will contain individual’s personal information including name, date of birth, gender, place of birth, permanent address, current address, and names of parents, name of spouse, fingerprint, signature and photograph.
The IDs will be distributed to individuals above 16 years of age and the information in the card will be stored in the Government Information Centre. As the IDs will be machine readable, it is expected to relieve the government of the need to check forgery of citizenship certificates.
The government has announced the preparations for biometric smart cards that can be used in various services and facilities and in the first phase, four lakhs cards will be issued. As per the plans, the IDs will be distributed on the basis of Election Commission data.
