Gabon wants to accelerate the digital transformation of its administration by drawing on Rwanda’s experience. A delegation from the Ministry of Interior, Security and Decentralization recently spent nearly two weeks in Kigali studying e-government, digital identity, cybersecurity and the digitization of public services.
Gabonese officials examined the operation of Irembo, Rwanda’s online public-service platform, as well as mechanisms for connecting government systems, civil-status management and digital identification. The delegation also examined artificial intelligence policies, data protection and digital-sector regulation. The Rwanda Utilities Regulatory Authority (RURA) also shared its experience in regulating information and communications technologies.
This initiative comes as Gabon prepares its own government services portal. The General Secretariat of the Government launched interministerial consultations in June for the project’s pilot phase and selected five ministries to participate. The government plans to progressively centralize digitized public services through the portal and aims to integrate an initial group of at least 10 services by December 2026.
The government is also working to transform administrative procedures. In July, a workshop organized under the Gabon Digital program focused on public-service modeling, process mapping and digital transformation. Meanwhile, Gabon is advancing its Integrated Human Resources and Payroll Management System (SIGRH), which aims to end the fragmentation of administrative data and automate some controls.
Rwanda as a digital-government model
Gabon’s decision to study Rwanda comes as Libreville seeks to build several components of its digital administration. Kigali already has more extensive experience with online public services. Irembo allows citizens to access dozens of administrative services through a phone or computer. A recent assessment by Rwanda’s Ministry of Local Government also found that Irembo now hosts more than 100 services from more than 20 institutions.
The two countries have strengthened their ties in recent months. In May 2026, Gabonese President Brice Clotaire Oligui Nguema inaugurated Gabon’s embassy in Rwanda in Kigali. The move sought to deepen bilateral cooperation in areas including digital technology, the economy and infrastructure.
Rwanda Cooperation also said it had increased exchanges with foreign delegations in 2026. These delegations visited Rwanda to study the country’s experience with digital transformation and public-sector reform.
