The ministry of ICT in partnership with the Korean National IT Promotion Agency (NIPA), have launched a joint collaborative action to develop an e-Government master plan.

The goal of the e-Government master plan is to optimize the efficiency and effectiveness of the process of government to government (G2G), government to citizen (G2C) and government to business (G2B).

Minister of Youth and ICT Jean Philbert Nsengimana said that Rwanda targets to be a world class e-government country, and that the master plan will build on the views of the population as ICT is a tool to improve the service to people.

In order to achieve the goals of ICT growth, Nsengimana noted that there is a need of innovation in the private sector. "There is a need of innovation as demand varies with time," he said.

However, the Minister noticed that there is still much work to do such as increasing the use and literacy of ICT as well of technology-assisted services. Currently, only 11% of Rwandans is ICT literate.

Nsengimana urged people to exploit the available technological resources. "There is a lot of potential, and this is why we are having an ICT awareness campaign."

The elaboration of the e-Government master plan will take four months during which priorities will be identified to be focused on during the implementation.

So far, the efforts in ICT development have been mainly driven by the National Information and Communication Infrastructure (NICI) plan. This has resulted in the installation of optic fiber, the presence of mobile telephone companies to which 62% of the population have so far subscribed, the establishment of the national data center, issuing of electronic identity cards, e-filling and e-payment of taxes, and the one-laptop-per-child program, among others.

The e-Government master plan will be elaborated in collaboration with the government of South Korea, which is at the vanguard of e-government, through NIPA.
