"There is no one here who can convince us that he uses at least 20% of his mobile or iPad potential," the Minister while addressing police officers at their Kacyiru headquarters on Tuesday during the official launch of the ICT awareness campaign for the public sector.
The drive aims at increasing public awareness about the opportunities and benefits offered by the use of online and mobile-enabled services and products and increase ICT literacy among all public servants in the country. It is carried out while a general public awareness campaign was recently launched countrywide. The ideal, noted the minister, is to bring about improvement in service delivery.
"We have made significant progress, but there is always a room for improvement," pointed out Nsengimana, adding that the achievements can be found in all sectors such as health, education, migration, business and security.
The campaign will mainly focus on the role of ICT in fostering productivity; e-government where government entities use technology to facilitate service delivery; social media such as Twitter and Facebook to facilitate effective and fast sharing of information; as well as cyber security which is very important to control fraudulent activities online.
The Minister also noted that the target is to increase mobile phone ownership from 55% now to more than 80% within five years while computer users should reach 50% from the current 3.3%.
The campaign comes at a moment when the country has entered the third phase of a 5-year ICT policy, the National Information and Communication program (NICI 3, inaugurated mid-2011, that is to focus on ICT in service delivery after that the first two phases concentrated on ICT literacy and infrastructure development.
The drive targets all public servants as well as all officers in charge of ICT in all public institutions to ensure that the new technologies play great role in fostering national development.
