In February 2013, the Minister of Information Society and Administration, Mr Ivo Ivanovski, announced the launch of a project called the ‘Introduction of a system for tracking the status of a document through the use of mobile technologies’. Its aim is to improve efficiency and ensure greater transparency in public administration.

The project will be implemented for those public bodies that have not yet introduced electronic systems for tracking the status of citizens’ requests. Its main objective is to create an integrated document management system for the state administration bodies to track and store documents electronically.

"The employees in the public administration, who use a mobile phone that have a camera and internet access, can scan the document or its barcode, and send it to the employee who is processing the document. At the end of each day, it will be possible to track the status of a request and see who has got the document, which employee has finished the work assigned and which one has not. In this way, an insight into the effectiveness of the work of the public officers will be provided. The implementation of this project will be of most need and will bring greater benefits to regional offices or those institutions that provide services to citizens," said the Minister at a press conference.

Through this system key processes in public bodies will become automated and ongoing monitoring and documentation (i.e. receiving, distributing, preparing and approving documents) will be introduced. The concept comes down to the technical implementation which is not complex; it is based on the use of widely accepted and simple mobile technologies (phones and webcams).

"In the future, citizens will be able to scan the barcode of the document and find out about their request submitted to a particular institution. In this way, citizens will not have to constantly come to the offices of the public bodies, wondering how far their request has gone," pointed out Mr Ivanovski.

He announced that the reforms in the public administration will continue through the use of smart as well as information and communication technologies.
