The Electoral Commission of Namibia yesterday launched the Biometrics machine to ensure the smooth and easier registration of voters.

The registration, which will start on 15 January and end on 2 March next year, will make use of the Biometric voter registration kit to capture the particulars of the voters for the Presidential, National Assembly, Regional and Local authority elections.

The machines, which were manufactured in South Africa, have components such as a laptop notebook, a fingerprint scanner, a camera, a signature pad and a barcode scanner to ensure that correct details of voters are recorded to prevent duplication.

Milton Louw, an IT technician at the ECN said there are 904 machines and each constituency has a back-up kit for emergencies

“There will be a team leader and two IT technicians for each kit and there are 500 generators for use in places with no electricity,” said Louw.

ECN chairperson Notemba Tjipueja said the training of regional coordinators and constituency supervisors was done from 2 to 6 December, while that of officers at foreign missions was conducted from 9 to 13 December this year.

“Training for the registration officers will commence on 16 until 21 December this year and we will also do training for the registration of these officers for the actual registration in the country,” said Tjipueja.

“All systems are ready and in place but it is important to note that the success of any electoral process depends on how the electoral and stakeholders are educated about the process,” Tjipueja said.
