Prime Minister (PM) Sheikh Hasina yesterday said the government will decentralise power for people's empowerment at the grassroots level.

She observed that power is very much centralised in Bangladesh as the country was ruled by many military dictators for a long time after the assassination of Father of the Nation Bangabandhu Sheikh Mujibur Rahman in 1975.

The prime minister was addressing the inaugural function of a two-day training workshop titled 'E-Governance, Service at Doorsteps' arranged for the UNOs by the Prime Minister's Office (PMO) in collaboration with the United Nations Development Programme (UNDP) at a PMO auditorium.

The workshop was arranged as part of the PMO-supported Access to Information (A2I) Programme under which 60 UNOs will be trained on e-governance in the first batch at the Bangladesh Computer Council (BCC) Bhaban.

The PM said upazila nirbahi officers (UNOs) have to work together with people's representatives, including upazila chairmen, to ensure people's maximum welfare.

They also have to play their part in functioning of the local government, she added.

“We hope all the duties and responsibilities will be discharged with full commitment and integrity,” she told focusing on the local government system.

Promising to introduce e-governance from the grassroots level to the central administration, the prime minister said e-tender system is going to be introduced to stop tender manipulation.

The PM said her government wants to stamp out corruption from all sectors utilising the information technologies and asked the ministries, all government institutions and departments to keep their websites always updated to provide the latest information to people.

“We do not want to be known as a corrupt nation in the world any more. Work hard to uphold Bangladesh's image abroad as a hard-working and modern nation,” she said.

Hasina said Awami League promised to turn Bangladesh into a digital country by 2021, but it does not mean the use of computers everywhere only.

“The philosophy is to use appropriate technology in implementing the government's all pledges, including poverty eradication, ensuring quality education and health facilities, generating employment opportunities,” she said.

The PM said the purpose of building digital Bangladesh is to ensure people's empowerment, establishing transparency, accountability and good governance, taking government services to the people.

Prime minister's Adviser HT Imam, State Minister for Science and Technology architect Yafes Osman, Cabinet Secretary MA Aziz and UNDP Country Director Stefan Priesner also addressed the function.

A2I project Director Nazrul Islam Khan presented slideshows on Digital Bangladesh and said all the UNOs of 483 upazilas will be trained on e-governance in eight batches.

The UNOs will also be provided with laptops as part of the project.
