The caretaker government has taken effective initiative to deliver its services to the people in short time at less cost and efficiently through e-Governance, a modern tool of information communication technology, reports UNB.

An `Inception Workshop of Access to Information (A2I) Programme', supported by UNDP was held Tuesday, to bring all scattered e-Governance initiatives of different ministries and divisions under a common umbrella for coordination and quick positive outcome of the efforts.

In 2006, the government set up an e-Governance cell at the then Prime Minister's Office (PMO), now the Chief Adviser's Office (CAO), to lead and provide coordination support to all e-Governance initiatives taken at various levels of the government.

A plan of action was also taken to undertake an umbrella programme with UNDP in Bangladesh as the lead development partner. The programme will provide technical and knowledge advisory assistance in the formulation and implementation of e-Governance projects, including facilitating resources mobilization from both government and development partners.

Secretaries, joint secretaries and deputy secretaries of all the ministries participated in the inception workshop of A2I at the press briefing room at the Chief Adviser's Office.

Chairing the workshop, Principal Secretary to the Chief Advisor's Office Ali Imam Majumdar urged all concerned to be focused on the needs and aspirations of the people especially the poor and marginalized in conducting the activities of the e-Governance cell.

Referring to the advancement of e-Governance in many countries of the world, he said compared to those Bangladesh is lagging behind.

"But the greatest characteristics of this technology are that it allows us to leapfrog by utilizing the latest technology and learning from those who are ahead of us. Hence, though we are lagging behind, if we start now we can catch up in no time," observed Majumdar, who is also the Cabinet Secretary.

"Many of us who are presently serving in different Ministries or divisions are aware of the fact that use of ICT has revolutionized the way of governance around the globe. You've seen and heard how citizens are accessing essential government services and information online and realizing the benefits of e-Governance by way of reduced cost, time and enhanced efficiency in the delivery of services," he told senior government officials.

He said the government has already taken some steps in establishing the necessary infrastructures required for e-Governance. Many district headquarters are now connected with high-speed link and many district level offices have already one or more computers installed on their desks while regular training courses are being arranged at different training institutes.

Secretary in charge of the CA's Office Kazi Aminul Islam said e-Governance provides opportunity to deliver improved services to the people.

The government officials would have to develop their competence, he said, adding that it needs change in institutional legal framework.
