The hot, crowded streets of Buenos Aires heave with people every weekday, when the population of the city doubles from 3 million residents to 6 million commuters in the Argentinian capital.

This puts a strain on the city, which was founded in the 16th century and has an underground system that is over 100 years old. So officials turned to the very latest technology to get things moving again.

Erica Rosolen is the young director of the TICSA study center at ISALUD University. After living for ten years in Italy working for the Dedalus Healthcare Systems Group; a company with five hundred employees focused on healthcare systems, cloud computing in healthcare and hospital computer systems, this young Argentine professional wanted to return home. So she decided to accept an invitation issued by the Programa Raices run by the Argentine Ministry of Science and Technology which seeks to use international cooperation to strengthen the national production system. Thanks to her proposal, she was selected to form part of a group of scientists and professionals to be repatriated. Her proposal also put her in contact with ISALUD University which was creating a new space to build links between the university and international bodies related to activity in the health information technology and communications sector.

In keeping with its aim to shore up the strong role played by the state, which was badly weakened during the years when free-market economic policies were predominant, the Argentine government is implementing a successful programme of electronic learning for its employees that is already being requested by a dozen Latin American countries interested in replicating the experience.

"We have trained 6,500 people in 30 different courses," Marta Mena, coordinator of the Electronic Learning (E-Learning) Training Programme (PROCAE), told IPS. The initiative is part of the State Modernisation Project, launched in 2005 under the Subsecretariat of Public Administration, during the government of centre-left President Néstor Kirchner (2003-2007).

UNCTAD's eRegulations project is about to be implemented in the Argentinean municipality of Lomas de Zamora.

A formal cooperation agreement was signed today between UNCTAD's Deputy Secretary-General, Mr. Petko Draganov, and the Mayor of Lomas de Zamora, Mr. Martin Insaurralde. Once implemented, the system should contribute greatly to the efficiency of the municipality's public services, to improved governance and to cost reductions.

When using the system, citizens will enjoy fully transparent administrative procedures. They will know who the civil servant in charge of their case is, what forms and documents are required, how long the process takes, what costs are involved, and who to complain to in case of disagreement.

Argentine consortium BGH expects to start working on at least 20 urban broadband projects by the end of the year as more regional governments aim to create digital communities, BGH's wireless products manager Sergio Yañez told BNamericas.

According to Yañez, BGH has already finished 10 projects, deploying infrastructure for digital communities in the Buenos Aires, Entre Ríos, La Rioja, Chaco and Tierra del Fuego provinces.

Most of these projects were specific connectivity deployments for small towns and some universities campuses.
