Prime Minister of Kazakhstan Karim Massimov chaired a session of the Government that took place in Astana today. The session focused on the progress of fulfillment of the tasks set by the President of the country in the recent Address to the Nation ‘Socio-economic modernization – main direction of development of Kazakhstan’.

As is known, President of Kazakhstan Nursultan Nazarbayev defined an increase of the quality of public services rendered to the population as one of the priorities.

Minister of Transport and Communications of Kazakhstan Askar Zhumagaliyev reported on the process of optimization and automation of socially important public services and establishment of specialized Public Service Centers for registration of vehicles and issuance of driver’s licenses.

According to the Minister, a pilot project on establishment of the Centers for registration of vehicles and issuance of the driver’s licenses will be implemented in Astana, Almaty, Karaganda and Aktau in 2012. Currently, the places of location of the Centers have been defined.

“We will fulfill the instructions of the President on transferring 60% of public services into the electronic format by the yearend. The Centers for registration of vehicles and issuance of driver’s licenses will be established. The level of computer literacy of the population will be increased to 50%. National plans on fulfillment of all the instructions of the President were approved,” A.Zhumagaliyev said.

At the end of the session, Karim Massimov gave a number of specific instructions to the state bodies.

In particular, the Ministry of Economic Development and Trade jointly with the Ministry of Transport and Communications, Customs Committee of the Ministry of Finance and other interested bodies must actualize the bases of issued licenses and ensure permanent refreshment of these bases till March 20 and formation of all licenses in the e-format from April 1. They also must ensure issuance of 80 licenses in the e-format or by the Public Service Centers till the yearend.

The Ministry of Internal Affairs was charged to ensure formation of a centralized database including information about vehicles and driver’s licenses with its further integration with the components of the e-Government system till the end of the third quarter of 2012. The Ministry jointly with the Customs Committee should develop and submit proposals on the procedures of customs clearance of vehicles in the specialized Public Service Centers. Uninterrupted operation of the specialized Centers will be provided jointly with the akimats of Karaganda, Mangystau regions and Astana and Almaty cities.

Besides, K.Massimov charged all state authorities to take necessary measures to improve the legal framework for rendering electronic public services.
