In accordance with the strategy, it’s targeted at development of ICT sector and relevant infrastructure with improvement of service quality, providing equal access to information, creation of competitive and export-based ICT industry, forming of knowledge economy, expansion of e-government, general education in ICT sphere, and integration into regional and international information space.
The strategy is built on national level basing on the following principles: leadership, equality, transparence, cooperation, education, social awareness, nationalization, stage-by-stage implementation, innovations and international cooperation.
The role of the government in forming the information society will be brought to preparation of basic measures and their implementation in partnership with the business and civil community, providing financing, improvement of legislation, promotion of scientific research and creation of technological production, ensuring competition and equality, as well as information security.
The strategy will be implemented in two stages: 2014-2017 and 2018-2020. It’s expected that the implementation of the strategy will result in:
- creation of conditions for all-round development of information community;
- high level of ICT sector development;
- deep penetration of ICT and its role in the development of society;
- active development and importance of online media, social networks and new kinds of Mass Media;
- reduction of digital inequality;
- providing of Internet freedom, as a universal value;
- development of broadband services with 100% penetration into education system’
- development of alternative, high-speed and transit Internet backbones;
- development of distance education, e-trade, telemedicine;
- development of space technologies and industry;
- expansion of national domain zone “.az”.
