The harsh reality may disrupt the implementation of the basic clause of the being-drafted State Program of Expansion of Public E-Services & Development of E-Government 2013-15: provision of e-services to citizens not only by central bodies of executive power, but also by municipalities and executive authorities in the field.

At today’s Baku public hearing on the draft program, organized by the State Agency for Citizen Service & Social Innovations and the Ministry of Communications & IT, the public has questioned the feasibility of the program due to the lack of clarity with the sources of funding for its implementation.

"Provision of municipal e-services is hardly possible in a situation when only 75 out of the 1,718 existing municipalities have computers," representatives of the public indicated.

They also pointed out that under conditions when general activity of municipalities is not satisfactory, it’s difficult to expect digitalization of services from them.

As a whole, the public, represented mainly by non-governmental organizations and private companies, pointed to the conceptual nature of the program and stated of the need of detailing, including the definition of priority of measures as the State Program, in their view, requires multi-million dollar funding.

In turn, Agency’s chairman Inam Kerimov said that all comments and suggestions the discussion participants will be taken into account and the draft program will be made corrections.

Theoretically, the program is able to change the entire social order in the country. It is, in particular, says of introduction of individual ID-numbers for citizens of Azerbaijan. Individual numbers of citizens will be included in the single register of e-services and be an access code to them. The program also focuses on the transfer of all existing public servants in an electronic format.

The program envisages 83 meetings by 44 governmental agencies, and 30% of all events will consider the issue of commencement of a particular type of e-services. The document also includes measures to develop electronic information resources and organize electronic exchange of information between agencies providing public services.
