The State Agency for Citizen Service & Social Innovations and the Ministry of Communications & IT are holding today in Baku the public hearings on the Draft State Program of Expansion of Public E-Services & Development of E-Government 2013-15.

Speaking at the opening of the hearings, Agency’s chairman Inam Kerimov stated that the draft program has passed the process of inter-ministerial coordination.

"Development of e-services is the next stage of the Agency and the network of centers of easy access to public services (ASAN-center). Development of state bodies’ e-services is a clear indication of measures aimed at eliminating the possible conditions for corruption. E-services will make it even easier for citizens the access to government agencies. Creation of such conditions will provide first of all the transparency of services and eliminate bureaucratic barriers," Kerimov said.

He added that activity of the Agency and ASAN-centers changes forms of public service delivery: earlier, the citizens had to seek services from the state, and now state agencies are themselves the initiators of their delivery.

In turn, Deputy Communications & IT Minister Elmir Velizadeh said that the development of e-services will ensure the development of e-government.

"Since early 2013 the growth has been observed in the number of active users of e-government portal. The portal is used by 50,000 people monthly. Also, we will define a dozen of governmental agencies, whose services are actively used by citizens. Thus, the most popular are services of the Ministry of Communications & IT which are followed by the State Social Protection Fund and the Ministry of Internal Affairs. The following are services of the Ministries of Justice, Taxes, Education, Labor & Social Protection, Health, and the State Customs Committee and the Committee on the Public Service," Velizadeh said.

The SACSSI operates under the President of Azerbaijan. The first ASAN-center has been operating from 15 January 2013. Its network includes three centers in Baku and Sumgait.
