By Order #9/14-01 Inam Karimov, chairman of the State Agency for Services to Citizens & Social Innovations under the President, has endorsed the Rules for assessing the organization and performance of governmental agencies’ e-services.

The Rules came into effect on 18 January 2013. By his order Kerimov also instructed to develop an annual plan for the organization and performance of state e-services, as well as cost estimates for this.

According to the rules, the assessment will be conducted by the Agency in each governmental organization on the subject of quality of rendered state services on such parameters as efficiency, integration into common database of state e-services, compliance with approved standards, norms and requirements, quality of info exchange infrastructure, simplification of service procedures, administration of this system, transparency of e-services. Assessment includes three stages - collection of information (questionnaires and on-site review), its classification and analysis, and preparation of opinions, recommendations and reports. The assessment will be carried out at least once a month.

Conclusions will be made on the basis of a points system. The system of the governmental body to score at least 50% of the possible points will be considered unsatisfactory, 50-70% - satisfactory, 70-90% - good, 90-100% - excellent.

The assessment criteria are: automation of the system; use of electronic & information resources of other governmental agencies; registration in an electronic register of services; provision of the involved staff with e-signature; administrative regulation of services; work of departmental web-site; presence of e-service section on the departmental web-resource; easiness of access to e-services via the website; integration with ports "E-Government» (www.ehdis.gov.az); presence of models of e-documents in the resource; the ability to obtain and use information in e-form; receipt of e-applications; the ability of e-mail alert; the presence of the possibility of the user to obtain information about the courses of provision of services; the possibility of e-payment of service.

Full conformity of e-services with the set requirements is estimated at 2 points, partial at 1 point, non-conformity at 0 points.
