The National Action Programme on Increase of Human Rights and Freedom Protection approved by President Ilham Aliyev of Azerbaijan specifies the terms of full switching to provision of state electronic services.

Under the Action Programme, in 2012 Communication and Information Technologies Ministry should fully commission e-government portal, provide state bodies with electronic signature. In 2012-13 central executive power bodies of Azerbaijan should ensure provision of electronic services.

Over 2012-15 Communication and Information Technologies Ministry of Azerbaijan and executive power bodies of cities and regions should take measures on establishment of regional electronic circulation terminals and encouragement of the population’s use of these terminals to expand the population’s opportunities.

The program aims at improving protection of human rights and freedoms, developing of legal culture, improving legal framework and system of rights protection. Human Rights Commissioner (Ombudsman) is to run the Working Group on Program coordination, and the Presidential Administration will deal with analysis of its implementation.

The Program realization process involves parliament, the Supreme Court, General Prosecutor’s Office, the Ombudsman, the Judicial Council, the Bar Association, the National TV & Radio Broadcasting Council, and the Press Council. The Program executors are prescribed to work closely with civil society institutions, and the Cabinet to resolve the other decree issues.
