Elmir Velizadeh, deputy communications & IT minister, informs that within the EDS project it was established an e-government certification centre which is responsible for providing digital signatures to governmental agencies. There is also a centre for service of commercial structures.
"For getting an EDS, the applicant should present ID, an application for EDS, and a document confirming payment of the service. After confirmation of the request, a contract is signed with the applicant, who is then registered in the register and is given a card with EDS. The software required for use of the signature, can be downloaded at www.e-imza.az. To use the signature the user must connect to a card-reader to PC,” Velizadeh emphasized.
The EDS has the same effect as the personal signature of the user. It is used in inter-agency electronic document management, e-commerce, when submitting e-applications. The EDS will reduce time, eliminate bureaucracy and give many other benefits to individuals and legal entities. The EDS will also have a positive impact on development of e-services and provision of information security.
The EDS system project was realized by Microsoft, Ultra and Azerin.
