Stressing the existence of problems in the real estate registration, Huseynli said illicit interests play a role in issuing the documents by the State Real Estate Registry Service.
Huseynli said problems in this area decreased following the President’s appropriate orders. All the processes relating to the immovable property registration must be in e-form, he added.
"We need to make sure that all processes in this area are transparent. In this case, no problem will arise between a representative of the public authority and citizen," Huseynli said.
Huseynli said the creation of a "single window" system in the real estate registration field will not lead to the final formation of a transparent mechanism in this area.
"The "single window" system is an element of transparency, but it does not mean the solution to all problems. When they say "one window" that means that all documents relating to the real estate registration collected in one body and this problem is solved. I believe the use of "single window" will give effect only if the representation of documents and receipt of the decision is possible in e-form. The application of "one window" in different areas does not mean solving the problem," Huseynli said.
He said the work is underway on creation of "E-Government" in accordance with the presidential decree and if this work is completed successfully, a number of problems will be solved in the near future.
Regarding the creation of a transparent mechanism based on the presidential orders in connection with the registration of illegal buildings, he said the authorities should provide a transparent mechanism.
"If it is necessary to enact a statute that is associated with the creation of a transparent mechanism, we are ready to prepare it., the parliament did not receive such an initiative on this issue," Huseynli said.
