Agency’s director Iskander Chadirli says that they would like to introduce system of electronic state procurement already in 2010 but this project is a component of e-Government Program in Azerbaijan.
“Nevertheless, today Milli Majlis (parliament) is considering a document containing additions and amendments to legislative acts. This document also has a point on addition of e-procurement article to the Law on State Procurement,” Chadirli said.
In particular, it is supposed to switch to e-format of purchase of tender documentation and submission of tender bids.
“After the document is passed we need to order and install relevant software and in this we hope much for WB’s assistance to ensure conformity to the best world standards and practice,” Chadirli said.
Already in 2008 the Agency launched experimental use of elements of the system of conclusion of electronic deals for purchases via its website: www.tender.gov.az.
Then the Agency prepared strategy of e-procurement and the package of standard and legal documents to become sub-legal acts for the Law on State Procurement. The package will create legal mechanism for e-state purchases.
Testing of pilot e-system of IT-auctions has been carried out since November 2007.
The pilot system has become the first stage of introduction of state e-purchases. The system is open for both state and private organizations. They will be able to present their applications for purchases and deliveries of goods, jobs, and services. The system will have several limits on security, data access etc.
In parallel the Agency is developing state e-purchases concept. E-purchase system basic element (e-form of publishing announcements about purchases) has been already created in Azerbaijan. It only remained to introduce some elements including acceptance and estimation of offers to transfer to e-tenders.
By the present the state procurement monitoring register covers 800 purchasing organizations, including both organizations financed from State Budget and enterprises with governmental stake of at least 30%. Annually the country carries out around 6 000 – 10,000 state purchases.
