To be able to access the electronic public administration services, users must authenticate themselves and their access permission must be verified. Currently, there are several parallel systems to do this. The Federal Government will soon create an integrated system suitable for all user groups and all eGovernment applications. This system will be safer, more user-friendly and more efficient for the public administration.
Furthermore, the new integrated identity and access management platform will combine the best modules of various public systems that previously existed in parallel. The authentication system of the Federal Public Service for Information and Communication Technology (Fedict) is combined with the management module access manager of the National Office for Social Security (Office National de Sécurité Sociale - ONSS, in French). The possibility of resuming the mandate system of the Federal Public Service for Finance is also being examined. Operational regulations for the various authentic sources have been included as well. This allows greater consistency; for this reason, companies should appoint a single administrator to have primary access to all applications.
The new system allows both citizens and representatives of businesses and employees of the administration to authenticate themselves with their eID citizen token, via SMS or commercial certificate. Non-Belgians can also identify themselves with their foreigner card and use the online government services offered.
Yet, the new management system allows more. The users of an online application can behave differently depending on the profile they share when registering for access to the application in question. A simple identification of a person is not sufficient to grant access to more complex eGovernment applications. Often, additional information is needed, for example about the role a person has in his private or professional life. With the integrated system, only authorised persons are granted access to an eGovernment application.
To make this possible, the back office has also been redesigned. The database architecture and protocol were replaced and, finally, the alignment of the various components has also been revised.
