Ha Noi aims to become the country’s leading location in building e-government and developing IT software and services into a major economic sector by the year 2010. Ha Noi authorities say they will provide prefential policies to cultivate the use of information technology in business and encourage the growth of the local software sector. Newly-established IT software enterprises, for instance, will be supported with start-up financial packages and will be offered land rental exemptions during their first working years. In addition, the capital city has earmarked an estimated VND400 billion (US$25 million) for development of the IT sector in 2001-2010. Recently, about VND20 billion has been spent on 15 projects to apply high technology to industrial production.+

Ha Noi is expanding and improving its online services to supply information and deal with administrative procedures. Twelve departments and sectors of the city will establish an internet presence in order to facilitate communication and provide answers to questions of local residents.

e-Government

Ha Noi has posted 18 online services on the internet at www.hanoi.gov.vn. The city’s website supplies information on laws, granting licences to construction projects, real estate management, business registration and information for foreign investors.

As part of Ha Noi’s ongoing efforts in administrative reform, much information on administrative procedures and urban planning issues will also be posted on the internet. The city is launching a pilot data system to serve planning management, land administration and housing issues in the three districts of Hai Ba Trung, Cau Giay and Thanh Xuan. This aims to improve management effectiveness and the convenience of doing research and seeking information.
