VCCI Vice Chairman Doan Duy Khuong said Vietnam had signed the e-ASEAN Framework Agreement, committing to adoption of e-commerce and e-government in the period from 2000 to 2005. The Government assigned the Ministry of Trade to preside over establishment of a roadmap for e-commerce in Vietnam. The Law on e-Transactions which includes five chapters and 55 articles has been drafted for eight times. The law, which is expected to be officially approved in October of this year, will acknowledge and protect legal value of data, e-signature, and e-market; regulations on e-contract as well as information security.
Other legal texts supporting adoption of e-commerce are being under consideration and will be promulgated soon.
Presence of ADSL service in addition to a 10% - 40% reduction in telecoms and Internet charges and an ongoing tough competition between suppliers has resulted in presence of many service packages and cheaper charges.
In particular, modification in telecoms charges by the Vietnam Post and Telecommunications Corporation (VNPT) from July 1st will further encourage businesses to get access to the Internet and adopt e-commerce.
