Viet Nam ranked 112th out of 191 countries in the 2004 e-government readiness rankings of the United Nations Public Administration Network (UNPAN) with an index of 0.3378, down 15 positions from the previous year. In the Southeast Asian region, Viet Nam took 6th place after Singapore (with an index of 0.8340), Malaysia (0.5409), the Philippines (0.5260), Thailand (0.5096), Brunei (0.4632) and Indonesia (0.3909). In comparison with the 2003 rankings, Viet Nam dropped the largest number of positions, followed by the Philippines and Indonesia (14 positions), and Brunei (eight positions). Meanwhile, all regional countries which had lower rankings than Viet Nam made progress last year.
