HCM City will spend more funds to accelerate its e-government programme, even as doubts remain about the e-literacy of government employees.

Nguyen Thien Nhan, Vice Chairman of HCM City People's Committee, said the city's spending on e-government increased from US$1.26 million in 2002 to US$4.6 million in 2003, and rose further to hit US$6.5 million in 2004. In 2004 HCM approved 28 IT projects to implement as part of efforts to streamline the administration. A key constraint on the programme has been the lack of readiness of local officials to use software and computers to facilitate their work.
