As many as 80 information technology (IT) businesses are showcasing their products at the 13th IT Week which began in Hanoi on Thursday. Under the theme "Towards an e-government in Vietnam", the exhibit aims to remove obstacles and create a favourable legal foundation for e-transactions in Vietnam. In addition to leading local IT companies such as the General Post and Telecommunications Corporation, FPT and CMC-CMS, the event attracted world-renowned companies such as Intel, HP, FujiFilm and Epson.

Domestic companies expressed concern about building a complete legal environment for e-transactions as well as training and utilising human resources for big cities.

"Personnel training plays a very important part in the national IT development strategy towards an e-Government in Vietnam," said Doan Thi Huong, representative of the Aptech IT Programmers Training Centre. "Aptech will help raise awareness about IT among the population before they get involved in e-government activities".

Nguyen Duy Thanh, who is in charge of the Vietsoftware company project expressed his hope that consumers will familiarise themselves with new products and services.

Under a masterplan developed by the Post and Telecommunications Strategic Institute, Vietnams e-government will match the regional average level by 2010 and the advanced level by 2020, paving the way for the building of an IT society. To this end, by 2010 all information about administrative procedures will be posted on the Web and at least 30 percent of the population in big cities will be accessing online services. Businesses will be given priority in understanding all information relating to policies and business registration procedures on the net. About 50 percent of business registrations and 10 percent of the Governments bidding and purchasing will be executed via the net.

Experts said the target of building an e-government in Vietnam would be achievable on the back of the high and steady growth of the countrys IT sector in recent years. According to deputy minister of Post and Telematics Do Trung Ta, the Government has issued more documents and decrees to create a legal corridor for the development of information technology and communications in Vietnam.

Experts said an e-government will become a reality if Vietnam changes the working habits of State employees, avoids inconsistencies and creates continuity in the information system. In addition, security should be taken into account when developing such a model in Vietnam.

At the opening ceremony of the IT week, the organising board presented cups to six IT products. They were the electronic information proceeding system for the 22nd SEA Games (by Vietnam DataCommunication Company), Thanh Giong FPT Elead computer (by FPT), Made-in-Vietnam CMS computer (by The Trung computer manufacturer), PERP business information management system (by Kim Tu Thap new technology company), Goodsonline Website (by G.O.L company), and VietnamNet online newspaper (by VASC company).
