Transforming Government since 2001

From incident alerts and environmental sanitation feedback to monitoring work progress, the pilot model "Neighborhood - Viet Hung Connected" in Viet Hung ward (Hanoi) aims to innovate the way local authorities and residents interact. The model's novelty lies not only in its application of technology but also in its ability to connect information, increase interaction, and gradually improve the efficiency of services provided to the people.

From citizen feedback to concrete actions.

The People's Committee of Viet Hung Ward recently launched a pilot model of "Neighborhood - Viet Hung Connected" in Giang Bien 4 neighborhood. The model originated from practical needs at the grassroots level, an initiative of the neighborhood, and support from the solutions provided by the Vietnam National Digital Map and Location Data Joint Stock Company.

According to Mr. Tran Tan Bao, Secretary of Giang Bien 4 residential group, after the merger, the administrative area is larger, and the number of households and residents has increased, making it difficult to manage and transmit information between the residential group and the people. Currently, information is mainly exchanged through Zalo groups, but messages easily get lost, making it difficult for people to find old announcements; receiving feedback is also inconvenient. In addition, information shared in groups risks being disseminated to other groups.

Based on this reality, the neighborhood committee desired a centralized tool to facilitate more convenient and efficient information exchange. Accordingly, the "Viet Hung Connect" application was created, not only supporting the transmission of announcements from the neighborhood committee to residents, but also integrating features such as online meetings, fund collection announcements, and connection to the local security camera system.

Sharing more about the model, Mr. Le Quang Minh, Head of Giang Bien 4 residential group, said that the "Residential Group - Viet Hung Connection" model was formed to create a convenient connection method between the residential group, residents and the government, gradually bringing residential area management activities to the digital environment.

The practicality of the model is demonstrated through specific situations. For example, when a fire occurs, the neighborhood leader can update the alert on the application so that residents in the area can proactively take preventive measures, and at the same time coordinate information with the authorities for handling.

Regarding environmental sanitation issues, when residents discover unsanitary or problematic garbage collection points that require attention, they can submit feedback along with specific information and locations through the application. The neighborhood committee will receive the feedback, coordinate with relevant units, and update the results for residents to monitor.

Thus, information is not only transmitted in one direction, but it also facilitates residents' feedback, contributions, and monitoring of the problem-solving process in their residential areas.

According to Mr. Le Quang Minh, the neighborhood committee has so far guided more than 400 households in installing the application. In October 2026, the committee aims to deploy the application to 100% of households in the area. The implementation process will continue to be refined based on actual needs and user convenience.

Sharing his experience, Mr. Tran Quoc Thanh, a resident of Giang Bien 4 neighborhood, said that announcements about neighborhood meetings and activities are updated quite fully and in detail on the application. The convenience is that if he's busy and doesn't have time to check the announcement, residents can still reopen it to follow along, ensuring they don't miss any information.

Using service efficiency as a measure of digital transformation.

Sharing about the pilot model in Giang Bien 4 residential area, Chairman of Viet Hung Ward People's Committee Vu Xuan Truong said that the ward's goal is not simply to introduce another application into the activities of the residential area, but to innovate the way information is received, coordinated, processed, and work is monitored at the grassroots level.

Accordingly, information from the neighborhood committee is transmitted to residents according to specific content; residents can receive, respond to, or submit opinions. At the same time, data on households, residents, areas, cameras, and other information serving management are gradually gathered in a single data space, supporting searching, aggregation, and reducing the dispersion of information from multiple sources.

A notable aspect of this model is its focus on linking information with accountability. Each complaint needs to be received, categorized, a contact person identified, and results tracked. This allows neighborhood committees to be more proactive in their management, while residents gain an additional channel for interacting with the government and monitoring emerging issues in their communities.

Along with operational efficiency, Viet Hung ward emphasizes ensuring that the elderly or those with limited digital skills are not left out of the digital transformation process. Community digital transformation teams and local forces need to guide and support people in accessing and using tools that suit their needs.

Based on the pilot model in Giang Bien 4 residential area, Viet Hung ward, the approach to digital transformation begins with practical steps: Information reaches the right people, feedback is forwarded to the right places, work is monitored, and results are provided.
