Transforming Government since 2001


Digital transformation is opening up new opportunities to improve the efficiency of state management, enhance the quality of services for citizens, and promote socio-economic development. In this process, developing digital citizens is identified as a key task and a foundation for the formation of a digital society and digital economy. Implementing Government Resolution No. 66.22/2026/NQ-CP on policies to encourage the development of digital citizens, the province is deploying a comprehensive set of solutions to create conditions for people to access, use, and benefit from the advantages of digital transformation.

Putting the people at the center of digital transformation.

At a meeting with the Working Group of the Provincial Steering Committee on Science , Technology, Innovation, and Digital Transformation, the Provincial Party Secretary and Chairman of the Provincial People's Council, Phan Thăng An, emphasized that digital transformation is a means and a tool; effective management and leadership is the goal; and the people and businesses are the central beneficiaries. All digital transformation tasks must be measured by their actual effectiveness and the level of satisfaction of the people and businesses, rather than focusing on the number of completed tasks. This orientation has been consistently applied by the province in the process of implementing digital citizen development tasks.

The province is focusing on perfecting mechanisms and policies, reforming administrative procedures, and expanding digital services for the people. Relevant agencies are reviewing and advising on the issuance of many important mechanisms and policies to promote science and technology, innovation, and digital transformation. Notable examples include Resolution No. 18/2025/NQ-HĐND on investment, procurement, and leasing of information technology services and Resolution No. 31/2025/NQ-HĐND stipulating fees and charges for online public services. These policies contribute to creating conditions for people to access digital services more easily.

Administrative reform coupled with digital transformation continues to create many positive changes. To date, 100% of administrative procedures under the jurisdiction of the locality, equivalent to 1,841 out of 1,841 procedures, are implemented regardless of administrative boundaries. Citizens can submit applications and receive results anywhere in the province, without being limited by their place of residence. The development of the VNeID electronic identity card has been accelerated, becoming a "digital key" helping people carry out many administrative procedures and electronic transactions. In the first six months of 2026, the entire province received and processed 1,539 applications for criminal record certificates, of which 1,389 were processed through the VNeID application, accounting for over 90%. The rate of digitization of applications and results of administrative procedures reached 86.87%; the rate of issuing electronic results reached 86.94%. The rate of reuse of digitized data reached 80.62%; the rate of online payment processing reached 62.54%. The satisfaction rate of citizens and businesses in handling administrative procedures reached 90.36%.

Unlocking resources from data and digital infrastructure.

Data and digital infrastructure are two "bottlenecks" that need to be addressed to ensure that digital transformation yields tangible results. In particular, data must be built in a way that is "accurate, complete, clean, and active," directly serving management, administration, and the needs of the people.

The province is focusing on cleaning, standardizing, and connecting specialized data with national databases. The provincial Social Insurance agency has synchronized and verified the information of 531,266 out of 531,697 social insurance and health insurance participants with the National Population Database, achieving 99.9%. The Department of Internal Affairs has updated 22,343 records of officials, civil servants, and public employees to the national database. In the health sector, the entire province has integrated 226,214 electronic health records on the VNeID application, equivalent to approximately 40% of the permanent resident population. The work of cleaning up population data has been implemented vigorously, with hundreds of thousands of cases reviewed, supplemented, and standardized. Specifically, the data group related to permanent residence registration has processed 15,667 cases of individuals who have been declared deceased but whose permanent residence registration has not yet been deleted, contributing to improving the quality of the province's shared data.

Along with data, digital infrastructure has received significant investment. Currently, the province has 1,604 BTS towers and base stations; mobile communication coverage has reached nearly 99%; 288 5G base stations have been deployed; and the number of villages and hamlets with no signal or weak signal has sharply decreased from 169 to 45. Telecommunications businesses are mobilizing maximum social resources to completely eliminate the remaining 45 weak signal areas. Digital payments are gradually becoming a habit for the people. The percentage of administrative procedures involving online payment transactions reached 69.14%; the percentage of online payment applications reached 62.54%. These results create a foundation for expanding digital financial services, e-commerce, and digital utilities in daily life.

Building safe, resilient, and innovative digital citizens.

Developing digital citizenship goes beyond simply providing digital infrastructure or services; it also involves equipping citizens with digital skills, adaptability, and ensuring their safety in the online environment. Through the "Digital Literacy Movement," localities are intensifying efforts to promote and guide citizens in using online public services, cashless payments, and digital platforms to serve their daily lives. To date, the province has established 1,431 community digital technology teams with 12,151 members. This core force directly supports citizens in accessing technology, following the principle of "going door-to-door, guiding each individual."

Training and development of digital skills are prioritized. In 2025, the province will organize 43 digital skills training courses for 1,535 officials, civil servants, and public employees. In 2026, 25 training courses on digital skills, digital data, and artificial intelligence will be implemented; 15 courses have been completed to date. Cybersecurity is a priority. The information system for handling administrative procedures maintains stable connections with the National Population Database and other specialized databases, ensuring security in data exploitation and use. The rate of electronic document exchange with digital signatures on the document management and operational system reached 97%; 12,249 digital certificates were issued to agencies, organizations, and individuals to support activities in the digital environment.

Currently, the province is implementing and operating a Key Performance Indicator (KPI) software. This solution contributes to innovating leadership methods, improving labor productivity, ensuring transparency and objectivity in evaluating officials, and aiming towards building a modern and efficient digital government.

With strong political determination and positive initial results, Cao Bang is gradually realizing its goal of building comprehensive digital citizens. Each citizen, equipped with digital skills and using digital services safely and effectively, will become a driving force in the digital transformation process, contributing to the sustainable development of a digital government, digital society, and digital economy in the province.
