Licensing procedures for setting up businesses, opening branches or representative offices, and expanding the scope of a business can now all be made by email.

According to new regulations from the Ministry of Planning and Investment, companies need to email their applications to provincial offices for business registration and then be informed of the exact date to receive certificates over phone or via email. Le Dinh An, office manager of the ministry, said the new method will help entrepreneurs save on time and money: "Online licensing will help companies save time and money for completing administrative procedures," he said.

An also referred to the experiences in Ho Chi Minh City, where online licensing for private enterprises has been introduced since 2001. Applicants access the city website to make registrations and will get decision after two days.
