
Hai Phong is resolutely implementing Politburo Resolution 57-NQ/TW, mobilising the entire political system, the business community, innovative start-ups, and the public in a concerted effort to transform the city into a modern, smart, and sustainable industrial hub by 2030.
Comprehensive digital transformation across all sectors
According to Le Tien Chau, Secretary of the Hai Phong Party Committee, digital transformation is more than a technological shift—it represents a fundamental revolution in mindset, organisation, and methods of operation. It serves as a vital bridge connecting the government and citizens through transparency, integration, and systematic governance.
Following the issuance of Resolution 57-NQ/TW by the Politburo, which outlines breakthrough strategies in science, technology, innovation, and national digital transformation, Hai Phong quickly recognised that effective implementation would not only boost socio-economic development but also cement the city's standing on the national and regional economic map.
The City Party Committee’s Action Programme No. 89-CTr/TU sets the goal of establishing Hai Phong as a leading centre in northern Viet Nam for industry, seaports, logistics, services, education and training, science and technology, and innovation. The city is actively reforming leadership thinking, improving governance, streamlining administrative systems, and promoting digital transformation across all sectors.
Vice Chairman of the City People's Committee, Hoang Minh Cuong, noted that Hai Phong is focusing on building a digital government as a foundation for digital infrastructure, shared data systems, and smart governance platforms. All municipal government agencies are now engaged in open data initiatives to support the development of a digital government, economy, and society. These efforts have created interactive digital platforms that narrow the gap between government, citizens, and businesses.
The city has integrated 23 databases and information systems, offering 1,579 online public services through the National Public Service Portal, achieving a connectivity rate of 81.5%. Its open data portal provides access to 50 of 98 key datasets for public and business use.
Hai Phong is also developing digital authentication and identity services for individuals and enterprises. The Egov Hai Phong app serves government officials, while the Smart Hai Phong app caters to the general public. The Local Government Shared Platform (LGSP) connects with 19 central ministries and agencies. A digital land database now covers nearly one million land plots. Over 90% of administrative procedures are conducted online, and 100% of government agencies from the municipal to commune level utilise digital signatures and handle documents electronically.
Integrating Resolution 57-NQ/TW across all fields
Hai Phong’s digital transformation extends beyond administrative reform. It is being implemented synchronously in healthcare, education, commerce, tourism, and logistics. The city is prioritising high-tech, clean, and environmentally sustainable investments; developing concentrated IT zones, R&D centres, and innovation hubs; and collaborating with major domestic and international tech firms to apply digital solutions in manufacturing, logistics, finance, banking, tourism, and healthcare.
Hai Phong is currently home to over 1,100 digital technology companies and nearly 9,000 SMEs using digital platforms. All businesses now use electronic contracts, and business registration is fully conducted online at Level 4.
In 2024, the digital economy contributed 29.7% to the city's GRDP—exceeding the 2025 target of 25% and marking the highest contribution nationwide. Digital infrastructure is advancing rapidly, with 2,502 BTS stations, including seven pilot 5G stations at seaports and in the city centre.
In healthcare, all facilities are connected to the national health insurance appraisal system. In education, all levels now use digital gradebooks and transcripts. In culture and tourism, 290 heritage sites have been equipped with QR codes, and 25 tourist sites have been digitised with multimedia content and visuals.
A notable initiative in implementing Resolution 57-NQ/TW is the creation of the Digital Ecosystem by the Hai Phong Fatherland Front Committee. This system links member organisations, social groups, communities, and the government. Committee President Dao Trong Duc stated that the initiative reflects innovation and alignment with the Resolution’s vision, progressively transforming Hai Phong into a modern smart industrial city.
By 2025, Hai Phong will require over 82,700 skilled workers with college or university qualifications in logistics, IT, electronics, and mechanical engineering—rising to nearly 130,000 by 2030. Therefore, the "Digital Literacy for All" movement is not merely a slogan but a strategic initiative to meet the demand for high-quality human resources.
According to Le Khac Nguyen Anh, Secretary of the City Youth Union, from 2025 to 2027, the Union will form volunteer teams to help local communities develop digital and AI skills for learning, production, and business. This is a vital step in expanding digital literacy, especially among residents in peri-urban and industrial areas. The city also plans to enhance vocational training partnerships to equip workers with the skills to apply technology in logistics, IT, and automation.
Alongside the technical rollout, the city is placing strong emphasis on public awareness. The Party Committee’s Information and Education and Mass Mobilisation Commissions have instructed all levels of government and social organisations to intensify communication efforts regarding the importance of Resolution 57-NQ/TW and the transformative role of science, technology, and digitalisation in socio-economic development. Through digital media, workshops, and training sessions, Hai Phong is fostering a “digital atmosphere” in every community, factory, school, and public office—laying the groundwork for shared aspirations and collective momentum in its digital transformation.
With bold leadership and comprehensive strategies, Hai Phong is making significant strides in implementing Resolution 57-NQ/TW. These early successes are not only improving governance and public services but also opening new opportunities for economic growth, positioning Hai Phong as a dynamic urban centre in the digital age and reaffirming its status as a national and regional hub for industry, logistics, and innovation.
Backed by strong political will and widespread public support, Hai Phong is steadily realising its ambition to thrive in the digital era. As Party Secretary Le Tien Chau affirmed: “We must turn our aspirations into concrete actions and make Resolution 57-NQ/TW the driving force behind all our strategies, policies, and initiatives.”
