Vietnam’s Ministry of Science and Technology has officially launched the “Vietnam Digital Government Architecture Framework, Version 4.0”, aiming to provide a comprehensive, unified structure for the nation’s digital government initiatives. This update is designed to help ministries, sectors and localities better align their digital architectures with the evolving national framework and ensure smoother integration across government systems.

The new framework lays out the components and relationships of Vietnam’s digital government system, offering a clear view of current efforts and future goals. Much like a roadmap, it will help stakeholders understand the tasks at hand and guide the future development of the digital ecosystem while ensuring that various systems are interconnected and avoid duplication.

On 30 March 2025, the National Digital Transformation Agency (NDTA), under the Ministry of Science and Technology, issued an urgent call for IT units within ministries and localities to develop or update their digital architecture frameworks to align with Version 4.0.

This update is crucial in light of ongoing provincial mergers and administrative restructuring, which involve eliminating some district- and commune-level entities. The NDTA emphasised the need for the new frameworks to reflect these changes, ensuring that the nation’s digital infrastructure supports the evolving organisational structure.

As part of its broader national digital transformation agenda, which includes implementing Resolution 57 focused on breakthroughs in science, technology and innovation, the Ministry of Science and Technology officially released Version 4.0 as a means to ensure consistency and cohesion across all levels of government.

The goal is to bring the national digital architecture framework in line with new organisational realities while enhancing collaboration between central and local governments to ensure seamless integration.

Version 4.0 offers several important updates, notably in its revised overview diagram and detailed component descriptions. These revisions are designed to ensure that the framework is in full compliance with the 2023 Electronic Transactions Law, which was scheduled to take effect in July 2024.

This law introduces a host of new regulations that will affect how digital transactions and data exchanges are handled in Vietnam, making it essential for the digital government framework to remain adaptable and forward-looking.

Additionally, the framework incorporates updates based on Resolution 57, which was issued by the Politburo on 22 December 2024. The updates focus on enhancing the framework’s core principles for building ministerial and provincial-level digital architectures, ensuring that they align with national goals and Vietnam’s socio-economic strategies.

The new version also provides clearer instructions for ministries and localities on the basic elements of their digital architecture frameworks. These include clear guidance on aligning local frameworks with national priorities, integrating legal requirements and adhering to the principles of modernisation, safety and efficiency.

By promoting these principles, the Ministry of Science and Technology hopes to drive cost-effective investments in digital infrastructure and foster synergy between different government agencies for optimal results.

This strategic shift is expected to streamline government processes, increase efficiency and pave the way for a more resilient digital future. One of the key objectives of Version 4.0 is to optimise the use of IT resources across state agencies nationwide. The framework emphasises the importance of improving system connectivity and encouraging data sharing between ministries and localities.

The updated framework aims to deliver scalable, secure solutions that meet the evolving needs of government entities. In addition, it outlines measures for strengthening cybersecurity and personal data protection to ensure the safe rollout of digital government services.

With these updates, Vietnam is positioning itself to foster a more efficient and secure digital government infrastructure that can effectively support the needs of its citizens and contribute to the country’s long-term digital transformation goals while promoting sustainable growth.
