Government staff who work in the information technology field should receive a title, rank and grade, an official from the Ministry of the Interior said on Thursday.

"IT is now used in many fields in Viet Nam. The computerisation of administration and e-government will raise the role of IT officers, and their roles need to be defined," Nguyen Ngoc Oanh, a senior official with the Ministry of the Interior, said. Oanh spoke at a conference in HCM City on setting up professional guidelines for IT workers.

Since the early 1990s, State offices have been computerised, and there are now tens of thousands of IT workers, with many of them working full-time in these positions.

Some offices have had difficulties in recruiting and training IT staff because there is no official policy on IT workers, Oanh said. The problem has led to administrative inefficiency in some departments.

"The conference is an encouraging sign for those of us who work in the IT field. This will motivate us to work better," Chu Tien Dung, director of Quang Trung Software Park, said.

The Interior Ministry asked conference attendees to contribute their ideas for a draft law that will clarify the functions, duties and responsibilities of IT civil servants.

"IT will play an important role in the country’s development. Giving title, scale of rank and grade for IT staff will create favourable conditions in modern management, especially in administration and electronic government," Oanh said.

Viet Nam has more than 1.5 million State employees.
