At the forum, Tran Minh Tien, Director of the IT Strategic Institute under the Post and Telecommunications Ministry presented a masterplan on e-government, in which Viet Nam should extend its use of IT in making procedures, and the system of State agencies should be adjusted with the aim of serving people throughout the country. The country is striving for e-government in Viet Nam to reach the advanced regional standard to create the foundation for information society by 2020, he said.
Tien also put forward a number of proposals to rapidly speed up e-government development in Viet Nam, such as building of an e-government masterplan, establishing a national e-government programme, setting up government organisations to manage and implement the programme, and raising officials' awareness of e-government. However, he said, implementation of e-government in Viet Nam still faces many challenges and difficulties with respect to human resources, finance, and technological sciences.
Mai Liem Truc, Deputy Minister of Post and Telecommunications, noted that the process of implementing e-government in Viet Nam has not yet been a consistent one, saying that experiences of participating countries will help Viet Nam build a draft on the issue.
Viet Nam now has nearly 7 million telephone subscribers, reaching an average of 8.4 telephones per 100 people, higher than the target set for the year 2005.
The number of mobile phone users has reached 2.5 million and the number of people with access to Internet has also reached 2.5 million.
