The city began the work of applying e-government in 1996, with District 1 being the first district to use e-government from personal and paper-based work to an online environment to provide efficient, clear services.
The e-government project is being carried out in all of the city’s 24 districts and departments and agencies in several fields, including tax, business registration and property.
Nguyen Anh Tuan, deputy director of the municipal Department of Information and Telecommunications, said the city in the next three years would focus on developing e-government in healthcare and education sectors, after completing the implementation in business and property management.
In March next year, the city would exploit the advantage of third-generation (3G) services for mobile phones to provide e-government services for residents via mobile phones, Tuan said.
Le Van Bich, director of the Long An Province’s Department of Information and Telecommunications, said e-government plans must be approved by the provinces’ departments of Planning and Investment.
Bich said when HCM City decided to assign its Department of Information and Telecommunications to implement e-government, the department was authorised to map out the city’s e-government plan and implement it and set up a budget for the plan, which was approved by the city People’s Committee.
The city Department of Information and Telecommunications plays an active role in implementing the plan and does not have to wait for the approval of other relevant agencies and departments.
A representative from the Can Tho City Department of Information and Telecommunications said Can Tho would participate in piloting an e-government programme, but the city was not aware of the requirements for implementing the programme.
Tuan said the first requirements to implement e-government would be to have internet infrastructure and telecommunications facilities and IT personnel resources.
He said HCM City was ready to help provinces to implement e-government, including the copyright for software used for e-government.
