He was addressing 1,500 representatives from more than 70 countries and territories at the World Information Technology Forum-2009 that opened in Ha Noi yesterday.
PM Dung emphasised that countries should carefully consider the role played by IT in solving challenges to sustainable development, such as the use of energy, the depletion of natural resources, climate change, epidemics and poverty.
He told delegates that Viet Nam intended to create an information-led society and shorten the time scale of its industrialisation and modernisation.
Dung said the Vietnamese Government highly appreciated the International Federation of Information Processing’s initiative in organising the forum, which aimed to assist developing nations in the application of IT in socio-economic fields.
The PM said the theme of the forum, "ICT for Sustainable Development", was important and would assist in the implementation of the Millennium Development Goals set by the United Nations.
He said the Vietnamese Government had focused its resources on IT development, noting that the nation had recorded a high IT growth rate. " Viet Nam’s IT and communications sector achieved a turnover of more than US$10 billion in 2008, while the rate of internet users has risen to about 25 per cent," he said.
Viet Nam was building a strategy to become a strong IT nation, said the PM, thanking the international community for their co-operation.
Basie von Solms, president of the International Federation for Information Processing, said he expected Viet Nam, as a new IFIP member, would make active contributions to the world IT network.
Houlin Zhao, secretary-general of the International Telecommunication Union, said now that 25 per cent of people used the internet, connectivity had increased 27 times since 2004.
Viet Nam now ranked 18th in the world in volume of internet users and sixth in Asia for internet development.
IBM’s Director of Healthcare and Life Sciences for the Asia Pacific Madhav Ragam said Viet Nam ranked ninth in Asia for e-readiness, but added it had a long way to reach the top 10 world’s. Viet Nam also ranks 64th out of 70 nations for e-readiness.
He said Viet Nam had made a lot of investment in broadband infrastructure to increase the connectivity with other countries.
"We know connectivity is number one if you don’t have the connectivity infrastructure, a lot of e-government services are not feasible," he said, adding that it was good that Viet Nam had done this.
The three-day forum covers strategies by business circles and society in the application and development of the IT industry, State-private co-operation, IT investment in sustainable development and IT trends.
